The Cannabis Business Accountability Measure
On December 20, 2023, the city of Cudahy approved Ordinance No. 730 “The Cannabis Business Accountability Measure (“the Measure”) to allow retail cannabis retailers granted under Chapter 5.30 of the Cudahy Municipal Code (CMC). It is the intent of the City to regulate commercial cannabis activity in a manner that is consistent with State of California Medicinal & Adult-Use Cannabis Regulation & Safety Act ("MAUCRSA"), and that promote the health, safety, and general welfare of the residents and businesses within the community. These Regulations are necessary to carry out the purposes of Chapter 5.30 of the CMC and applicable local and State law. These Regulations may be cited as the “Cudahy Cannabis Regulations” or CCR.

Retail Cannabis Guidelines and Regulations
Pursuant to CMC Section 5.30.210 the City Manager is authorized to establish additional rules, regulations, and standards governing the issuance, denial or renewal of commercial cannabis business licenses, the ongoing operation of retail cannabis businesses, the City's oversight, and any subject deemed necessary to carry out the purposes of CMC Chapter 5.30. Retail Cannabis businesses are required to comply with all State and local laws, including these regulations.

License Caps
CMC Section 5.30.050(1): The total number of retail cannabis business permits for retailers based within the City shall be two (2) with one (1) retail cannabis business permits for issued to a retailer located in the Civic Mixed-Use Zone (CivicM U) and one (1) retail cannabis business permits issued to a retailer located in the Urban Agriculture Overlay Zone (-UA)
Application Submittal Information
To provide an orderly, transparent, and fair licensing procedure, the City shall process all Retail Cannabis Business License permits in five separate phases designated as follows:
- Phase 1: Application Submittal.
- Phase 2: City Completeness Review.
- Phase 3: Third Party Consultant Scoring Review.
- Phase 4: City Permits for Retail Cannabis Business License.
- Phase 5: License to Operate.
The Application must be submitted IN-PERSON at the city of Cudahy City Hall front counter located at 5220 Santa Ana Street, Cudahy CA 90201 during City Hall’s regular business hours between 7:00 a.m. to 6:00 p.m. and no later than 5:00 p.m. on May 1, 2023. No appointment is necessary.
